Notice of PURPA Hearing

Cobb Electric Membership Corporation ("Cobb EMC"), in conjunction with one or more other electric cooperatives, will hold a public hearing on
May 21, 2009, to facilitate consideration of certain new standards pursuant to the Public Utility Regulatory Policies Act of 1978, as amended by the Energy Independence and Security Act of 2007 (hereinafter "PURPA"). The new standards to be considered are as follows: 

  1. Integrated resource planning (16 U.S.C. § 2621(d)(16)).
  2. Rate design modifications (16 U.S.C. § 2621(d)(17)).
  3. Smart grid information (16 U.S.C. § 2621(d)(17)).

(Note:  The standard on smart grid investments (16 U.S.C. § 2621(d)(16)) applies only to States, not to electric utilities.  As such, Cobb EMC does not intend to address this standard at the hearing.)

The joint hearing will begin at 9:00 a.m. and will be held at:

The hearings will be conducted in accordance with the Rules and Procedures Governing Conduct of  PURPA Proceedings (the "Rules").

Pursuant to 16 U.S.C. § 2631(1), the U.S. Secretary of Energy and any electric consumer of Cobb EMC may participate in the hearing as an intervenor.  To apply for status as an intervenor, an application must be filed with Cobb EMC no later than February 20, 2009.  Please refer to the Rules for important details regarding the procedure for intervening.  Interested persons who do not wish to intervene may make a Limited Appearance and furnish oral or written comments as provided in the Rules. The hearing will start promptly at 9:00 a.m. and Limited Appearances will be taken first.
